1980 Distinguished Service Citation

Your educational experience at Beloit in general and the inspiration of the late Professor Ivan M Stone in particular prompted you to abandon plans for a career in Chemistry and redirect your interests toward the world scene. The United Nations was founded during your student days on this campus, and in its impact encouraged you to expand an earlier desire for increased cultural knowledge into a special affection for international organization affairs. You advanced from an internship at the National Institute for Public Affairs to US State Department employment and, in 1954 were appointed a foreign service officer. Your international assignments have ranged from service as a vice consul in Venice to consul in Berlin and Palermo, and from senior student at London’s Royal College of Defence to deputy principal officer in Calcutta and Jerusalem. After two years as political counselor for the US Mission to the United Nations, you recently were assigned to Washington as chief of the division of international relations, Bureau of Multilateral Affairs, US Arms Control and Disarmament Agency.
